Brian Caudill has been deeply embedded in the eLearning standards ecosystem since the mid-2000s. As founder of JCA Solutions, he built SCORM testing and development tools that helped organizations navigate the complexities of SCORM conformance — and earned a distinction held by only 8 other people in the world: certified SCORM conformance test auditor.

The SCORM Conformance Test Suite, maintained by ADL, is the only way to verify that an LMS or content package truly implements the SCORM specification correctly. Being certified to administer and evaluate these tests requires deep expertise in every aspect of the specification — from content packaging and manifest parsing to runtime API behavior and data model edge cases. Caudill's certification placed him among an elite group trusted to make definitive conformance determinations.

Through JCA Solutions, Caudill provided SCORM development tools, consulting, and testing services to government agencies, defense contractors, and private-sector organizations. The company became known for its technical rigor and deep standards expertise.

Caudill later founded Actyra, pivoting toward next-generation eLearning technology while carrying forward the interoperability principles that have defined his career. SCORM.ing itself is an Actyra project — a testament to Caudill's commitment to preserving and sharing the history of the standards he helped enforce.

He also co-authored "The Instructional Designer's Pocket Guide to SCORM" with Charles Banks, providing accessible guidance to practitioners who needed to understand SCORM without wading through thousands of pages of specification documents.
